My cockatiel charlie acting extremely strange

I know it's hard to see, it was dark.

Charlie is now 5 months old, about to be 6 sometime in the next 2 weeks.
Today, I discovered him doing something weird. He has his tail all the way up and making soft whistling sounds. I thought, "What is this, mating ritual?" But I don't think a baby cockatiel at 5 months old could ever breed. This is the first time he's done this, so I'm worried because I don't know WHY he's doing it.

He hasn't stopped so far :/

My cockateil makes those sounds when he's hungry... I don't know about the tail thing, though.
