If you have a way of only punishing people to help "solve crime" it will only get worse. When someone has anger issues and is assaulting people.. throwing them in a place where it only gets amplified is a bad approach. If you sent them to Rehabilitation programs instead along with their charges, they can get the therapy they need to realize their mistakes, and become functional citizens of society.

CALIFORNIA IS NOW REELING FROM ITS UNSUSTAINABLE APPROACH TO CRIME AND PRISONS 20 YEARS ON... ALSO, CA. NOW SPENDS MORE ON PRISONS THAN ON EDUCATION.
