It is sad to know that countries are still trying hard to fight against mad cow disease. Those who say they dont eat beef because of this, if you live in USA, dont worry. Their have been minimal cases of mad cow, and they are caught before it even ends up as beef. The spinal cords of older cows/steers are removed as thats where mad cow is "stored" as well as the brain. Federal inspectors check every carcass for signs of abnormalities other than mad cow if spotted, condemned carcass and not sold.
