This game is quite different than FlatOut, i woudn't try to compare these two... Fuel is all about totally open world and ability to drive anywhere, not just "few closed tracks to choose from".
You can reach the top of a mountain you see from a distance, and then just go into a valley you'll discover after reaching that top.
After completing all included races you can just make your own simply by putting checkpoints together on the map.
It's a bit like TD:Unlimited, but with a world x 4 ;]
