Tax cuts enacted under Pres Bush in 2001 & 3 are due to expire Dec 31. If Congress does nothing families at EVERY income level will see a tax increase. E.g. $30,000 – 40,000 will increase on avg $893, $40-50, 000 – up by $923, 75,000 – 100,000 up by $1,837. Source Joint Committee on Taxation.

A surplus might lead to government money being available for programs that benefit the working and middle classes.
Greenspan could not have that,. Deficit prevents any programs or projects that might help ordinary people.
Greenspan wanted the deficit, as it keeps the middle classes firmly under foot.

Greenspan is unbelievable. He not only deceived the media congress and caused the government surplus to evaporate into a depression, he's also cheerfully describing it.
In other places he cheerfully admits to lying, and in other places still he admits to being wrong. He even said that the Fed centrla money making scheme which he headed is bad for the economoy.
This is how you wipe out the middle class back to feudalism.
