Absolutely it cannot be called "copy" or plagiarism.This symphony by Mozart is now a classic ages after the legend passed away.Salil Chaudhary himself has said that in many cases he used western classical songs and folksongs to create a wonderful combination .He was not limited to his songs based only on Indian raag
