Here (and in most other state) we use the tail-end pursuing officer(s) to stop the drivier and issue a traffic citation or a PD-61-D which is a fine & substitute for an arrest (you must appear in court) depending on an officers mood which may be messed up during an intense chase you could also be charged with hindering or interfering with a police investigation... That's normally gets thrown out tho...
