Writing credit belongs to Leonard Reed, who was a reasonably famous entertainer in the 1950s credited with inventing the "Shim Sham Shimmy." He seems to have been good friends with Joe Jackson.
The arranger, Rene Hall, was a definite "somebody" back in the day, working with Motown, Sam Cooke, and Babette Bain. He is credited with the arrangement for Marvin Gaye's "Lets Get it On" in 1976. I assume he performs on the record.
