Leaky Manholes

After a good rain is the best time to look for inflow and infiltration problems in a sewer company. Sure smoke testing can help, but it's almost useless for pipes that were laid below the water table. Probably about 90% of the pipes here are below the water table and just popping manholes can ell you a whole lot about your system.
