Keeping cats inside is much safer for the cat. The idea that cats "need" to be outdoors is an idea that we as humans perpetuate. They are perfectly content to stay indoors if they get used to it.
Meanwhile, outdoors there are cars, pools of motor oil and anti-freeze, other cats with diseases, rodents with diseases, etc.

I think keeping cats strictly inside is wrong, but this idea does have potentiol.
I often use spray bottles to keep my cats at bay when they used to hassle us at the dinner table. Its perfect because once you spray them once they remember, so all you need to do is wave the bottle in their face and they leave. You dont even have to spray them. Its perfect.

I hope you are giving that cat some supplements or something, or letting her go outside. Cause cats need plant matter. That is why they eat plants in the house
