If you would put it in the contrext of the episode you would know that George is doing everything the opposite of what he would otherwise normally do in everyday situations. "Normal" George would not give back extra change that the attendant made a mistake on.

This scene looks like it would have been from "The Opposite". Therefore, George was doing the opposite of what he would normally do. Thus, no butter, and gives back excess change.
