Graffiti in Melbourne - Like a Skin

My response to the new anti-graffiti campaign getting around town:
I'm really confused as to why the council would cover a Banksy stencil with perspex (0:30)to protect it from being removed or tagged over (which, i think, misses the whole point & negates any message the artist was trying to convey) then fine people $550 for carrying a spray can -perhaps even on their way to one of Melbourne's LEGAL walls!- where do you draw the line?
The majority of the art in this video is ILLEGAL. I only see it as criminal to be so artistic!
The paste-up of the woman, early in the vid, has a view of Melbourne drawn in the background, and is gorgeous.
One of my friend's character pieces is in there somewhere, too ;)
