Looked to me like a water droplet on the window that this footage was being shoot though it only looked to be moving up because the camera was zooming out, as the footage was being filmed at an upward angle the more the camera zooms out the wider the shot and so the higher the droplet looks to be. Also you can see through it, the building behind shows at a right angle to everywhere else in the shot, convex shape of water droplets does this. I can also see more drops on the glass to the right.
