Spong is not a pantheist, but a Christian, as you would have know if you would have listened to what Spong has to say about Jesus.

So Shelby is trying to anthropomorphize God by denying His absolute power above everyone and everything. Jesus said that those that worship the Father must do so in Spirit and in truth. Not just in "love".
