You don't need to be an expert in water issues to know flies and odor aren't good for tourism! Yet that's the situation we have in Desert Hot Springs.
The Horton Waste Water Treatment Plant is in the wrong location. It's too close to neighborhoods and our signature resorts. And it uses a secondary level of sewage processing -- meaning it generates an effluent that must be recharged on-site and a Class C sludge that must be disposed of per Regional Water Quality Board regulations. The District did dispose of the on-site sludge - but with consequences: odor and flies!
This issue has been a problem for years. MSWD's solution was to lease a sludge press and truck away tons of sludge at a cost to the District of over $400,000/year. This is a band-aid approach to a very serious problem. We need a more permanent solution.
