I think its an excellent representation of how to implement teamwork and collaboration while still reaping the effectiveness and efficiency benefits of a command and control climate.

In Asia university admission is determined by performance on an entrance exam and sometimes grades. That's it!

In America there are some other considerations like

1. Race
2. Parents' donations
3. Parents or grandparents alumni
4. Jock

If you ask admissions staff, "Why did you reject Chen Li with his perfect SATs, 4.0 GPA, five fives on his APs, Westinghouse science prize, Marguerite Long piano prize, etc." but you accepted Ashton, Leroy, and Pedro," you will never get an answer.
