U can buy them on eBay and Amazon for like 25 bucks. You can also use a Syringe from any pharmacy, but the netipot is good

You tear up because there is a tiny little passageway that connects your eyes and nose. Its the same concept when you cry, some of your tears goes down to your nose and thus... you get the idea.

Don't believe me? Go look in the mirror and very lightly lower your bottom eyelid with a finger. That tiny tiny hole located on your bottom eyelid closest to your nose is it.
