The voiceover at the start sounds like Angus Deayton! This was just before the BBC's slide phobia set in, the only ones you'll see these days are on BBC2 during one of their (many) breakdowns.

Also where network control was switched between TVC and Pebble Mill and back again to test the network switch facility.

This was a closedown for the annual rebroadcast test, an engineering test rather than a "trade test" which were intended to provide something for people installing tellies ("the trade") to have something to tune to during the day. The test card under RBS conditions wouldn't be much good for aligning a receiver!
