He was probably going to go into how the government was the worst when it came to serving blacks before the Civil Rights, as before minimum wage laws blacks could find private jobs all over the place. Or, he was going to explain Goldwater's dislike of certain clauses in the Civil Rights act as he didn't want store owners rights minimized for example.
