I dont think hes claiming to have developed "The" Non-Pythagorean scale. Rather, hes claiming that his scale is simply Non-Pythagorean. Hes just showing that there are chord variations outside of the norm when it comes to song writing. Its a simple educational video.
The guy, as a musician, is really amazing. Not only has he proven that these ideas are usefull hes proven them to actually sound GOOD. "Electronic Music for Musicians" is his latest album, and its one of my favorites.

Mr. Watermark0n, the claim you've made is that alterations to an instrument are unwelcome, while alternate tunings are among the only ways of defining versatility a musician has left. As for the scales use, Robert himself has said that it's limited. His mind when, (making this scale) was more mathematical than musical, and this was his intention. By the by, NEVER claim superiority to another, we all think we are great, but shut the hell up.
