Mephisto actually isn't Satan,Marvel is fairly ambiguous as to if there really is a Satan (Mephisto enjoys to make people believe he is Satan though). He is just one of many demons, and does not rule Hell. Think of him as being akin to a dictator here, not really any more powerful than others, just is able to manipulate and control those that are within his small domain.
