Eliot exercising his usual ability to look at the world's tapestry from the seamy side, in a stream-of-consciousness.

I was taken aback that there were still horse-drawn cabs at the time he was writing but, of course, there were. On checking he wrote it in 1917 and here's a photograph of a hansom cab waiting for a fare in 1927.
