How is Twibes different from hashtags, lists, and TweetDeck columns?

Twibes twitter groups ( http://twibes.com ) include a member list that anyone can join, a tweet stream filtered by keywords (slightly more permanent and predictable than hashtags). This twibe page provides a central meeting place that can't be created in any other Twitter client.

i am still learning here. right now i'm looking for using a twibe to reach people. now, i can use a hash tag for a particular subject to try and bring it to ppl's attention. i want to do the same with a topic using twibes. do i "found" a twibe of my own? and how do i reach out to others to let them know about it so they can ask questions, etc
