The song concerns the struggles of a British wannabe to make it in the US. The song is about a guy who moves out to California to pursue a career in Hollywood but doesn't have any success and deteriorates in the process. In the famous chorus, Hammond says that "it never rains Southern California but it pours". Hammond is trying to convey the idea that things look nice and glamorous on the outside but are very ugly underneath the surface.
