This can be done all the time.
When you start up the game, press UP on the d-pad if you are on Xbox and select multiplayer, Party Mode is INVITE only game, player match is just for fun and RANKED match is for XP.
Free Roam is at the bottom, if you select CUSTOM it finds a game matched to your preferences.
