What I highly recommend for your brother to do is to jailbreak it and then unlock the 3G, and sell it to someone who has T-Mobile. There's an app called Spirit that does the jailbreak just by plugging your device on your computer. Once the phone is jailbroken then he can unlock it by going to cydia, and downloading ultrasnow. Once you install ultrasnow the phone will automatically be unlocked. Hope this helps :)

@JSantana319 he already done that as you can see the phone is crack in the inside he cant unlock his phone at all
