This appears to be the construction of an above-ground crypt project. As cemetaries use up valuable land space, they often turn to offering above-ground crypts to sell more burial space. No different than erecting an apartment building on a small footprint. If the average cost for a crypt space were $5000, one can see how this arrangement is more viable from an earning standpoint. If 5 grand seems a lot for a burial space, remember, these usually include perpetual (forever?) maintenance.
