Ok, 10,000 Years ago, Indo-Germans and Indo-Europeans came to the central Asia, some of the Germanic tribes settled in the Iranian plateau, most of them moved north and eventually reached the modern day Germany. If you look up the term "Iran", it means "The Land if The Aryans" and if you look up the definition of Aryan in Webster's New Universal Unabridged Dictionary, it is defined as "Indo-European and Indo-Iranian"

Aryans are

NOT supposed to be all blonde. BLond hair is a genetic mutation, both Aryans and non-Aryans (i.e. most europeans) can have it.

Any causasoid people in high latitudes can develop pale skin and blond hair, given a few thousand years. The genes for it exist, they are just not as common in warmer climates like Iran (though northern Iran is friggin' COLD!)
