HBPD officers set up a perimeter after a man bailed from his car following a short pursuit. While searching for the suspect, another call for assistance came out on the radio across town. A few officers includding the ones shown in the video left to go help. I'm not sure why one officers ran the red and the other didn't. Very random.
I say this would be code 2 because code 3 like @MrFuturecop101 said the Officers would use a different siren tone, code 2 they normally use no siren or hardly any siren at all in a code 2 response.

@funchords He is correct, also could've been a supervisor on scene, with a non priority or non emergency role. Could have also been a unit not assigned to that call, but just in the area. As far as clearing intersections, he'd still be code 2 if going to a priority call (due to insurance liability incase of a MVA) however, when going up to intersections, you run different siren tones, such as Wail and the other yelp, or yelp and priority(phazer).

Could be procedure. Used to be (and perhaps still is) that one unit at a time goes "Code 3" in a city. This avoids two units approaching one intersection from crossing directions and both assuming they'll be able to clear the intersection while being unable to hear the other.
