In 1961. The ILTF (International Lawn Tennis Federation) allowed servers to jump rather than require them to keep one foot on the ground. The ILTF was the sports governing body from 1913 to 1977.
Back in the old days, it was illegal to jump into a serve. Therefore, the use of the legs was not even an idea. Players had to stay grounded. Long before players learned about ground force and the power it generated. Even back then, players could still hit a mean ball. The Sampras serve is truly one of a kind...perfect...but only he could hit it. Impossible to teach exact Sampras Mechanics. God given ability is half the battle. He had loads of it.
