he's just now creating this stuff man. I doubt that. CIA has things that they call "drones" to be able to see any street in america in REAL TIME from satellite
this is a different, public idea/technology entirely.

dunno bout the sky stuff.. but i'd say security forces would have had this stuff in place for years ... cia, asis, fbi, mossad, mi5 etc
