Here are the rules of the road:
YOU'RE STUPID FOR BELIEVEING A DOG: it seems to work with any assist that lifts the character off the floor
If there are any active rocks or yellow hit effects from the rocks on screen at the moment the super is input, supers will scale as normal. Debris particle effects are ok though.
If the opponent lands after the rocks have hit, supers will scale as normal. I haven't done any real testing on this yet so you may not be able to change the opponent's state with like a launch or wall bounce at all, but you're free to punch them in the face before the super as much as you like.
Beam supers like Ryu's or Iron Man's will scale unless you get lucky and it does a full reset. The full reset seems to be influenced by medium attacks in the preceeding combo, but it also has a mind of its own. Chaotic Flame doesn't seem to count as a beam super. Other instant hit supers like Skrull's are fine.
The most practical use I've found for this is to DHC into Gamma Crush for the easiest 1.1 million damage in the world.
Shoutouts to Justin Wong's barber for revealing to the world that he wasn't hiding male pattern baldness after all.
