I assume that you're talking about the symbol on Neji's forehead. That's called a manji, commonly mistaken for a sign of Nazism. The manji is a part of Asian culture that's been around for ages, and it represents 'the whole of creation'. Neji has this in the original Japanese manga, but it was edited to an 'X' in the anime. If you look closely, you'll see that it's actually different from Hitler's trademark. Neji's 'turns' left, and Hitler's 'turns' right.
