@Halsey05 i think the more obvious answer would be the app was initially made for the ipod touch instead of the iphone, ipod touch does not have phone capibilities

Maybe (for the payphone app), they didnt pay their phone bill so it wont let them call anyone.So they have to use the app to find the payphone so they can call that person, because the phone wont let them call
