Yeah, it's tradition for them to ballroom dance, but as a ballroom dancer, I can say that that is not ballroom dancing. However, I think they were going for maintaining the atmosphere and tradition of the inauguration rather than showing off their dancing prowess.

Yes they can dance. They have to ballroom dance because it's tradition. They did that ballroom dance better than previous first couples.
