The Liverpool airport link is mentioned and also how Melbourne does it using rail. None of this amazing rail infrastructure was realised. The priority was put on a stand-alone tram network by Neil Scales, now head of Melbourne's transport. Best of luck, as you going to need it.

Neil Scales - head of Melbourne's TransLink. Was head of Merseytravel in Liverpool. BEST OF LUCK with this man. He never seriously pushed to extend Merseyrail to the airport - an easy job and could serve an adjacent village & the community near the airport. He pushed an unneeded tram network that never meshed in with the underground/overground Merseyrail. HMG cancelled it. Masses of redundant rail infrastructure was ignored - to vastly improve the metro - 4 miles of disused tunnel under the city

Figures, projections, of the economic growth created which the rail link will bring have to be shown to grab people. How everyone will gain, not just air travellers. Can this rail link serve other communities as well and bring them into the Melbourne fold.

Too much competition for the Airports car park revenue. THe Airport will lobby like a crying sooky la la until they get their way. Then you have the taxi industry and then Sky bus itself. TO much money and selfish interest for the 2 parties to have any interest, since they all drink at the same bar; The Melbourne club, and you cant afford it.

Best luck!!! Keep shouting common sense. The City of Liverpool needs someone like you to get a rail link to their airport from its urban metro network. It can run across fields & hit the airport from the back, but it is not 6.5 kms in length - about 1/3 of that. Yet no one in the city is shouting for it, only a lot of mumblers.
As you said, the rail link will pay for itself. Maybe not by ticket sales, but clearly in economic growth created which may not show on the books in ticket sales.
