that's not always true the RAF does low altitude training over my school (its in the welsh countryside) I've seen harriers, C-130s and even a mid-air refuelling no more than 150ft high, once they were about the same hight as that plane was(well maybe not quite that low but close).
You see, it is mandated by FARs that one must maintain at least 500 foot seperation in all directions from any person, structure, or vehicle - and that is in SPARSLEY POPULATED areas. In a rural area like that appeared to be you must remain at least 500 ft. above the surface except when necessary for takeoffs and landings.
