It was not any sort of fiscal responsibility that resulted in a balanced budget in the Clinton years, it was simply a result of military cuts. Cuts that the next president had to fix before tackling the problem of Islamofascism.
You can't keep referencing Bush to justify the present. And calling that government conservative is ridiculous. Even if the Republicans were synonymous with conservative, the legislative branch was largely Democrat for first two and the last two years.
