Only the Immigration department in China can tell you what will happen. However, based on my experience seen in the video, and what I read in the papers there, only passengers in rows near a person with a fever are subject to quarantine. For example, if someone in the second level of a 747 had a fever, it's not likely that Economy passengers in the rear of the aircraft were exposed. The two cabin areas are well separated.
