I know when I took the test, when it first came out, the pass rate was about 30% for a couple of years. I know that during that time they had a huge backlog and wait time. Then they had a number of evaluators drop out and there was a mad search for more "graders" . It was about that time the pass rate rose. I only know two professional interpreters who re-evaluated with the new NIC, the rest have kept their RID or NAD certs.

Repeat test takers make sense in terms of skewing the statistics.
Regardless, RID should break down the statistics into these types of subgroups to get a more accurate idea of how interpreters are doing. That way they would know, oh, the majority of this 81% is made up of those who have already taken and passed the exam, etc.
