Most mods aren't about cheating. Some add in a new gameplay aspect, such as rechargable ion blasters, which do less damage but can be recharged, or new hairstyles, or new clothing. I put a katana mod in, and it's balanced for gameplay.

Congratulations Sir you play on the hardest difficulty with no mods. if you refuse to use mods of any sort i believe you are missing out on one of the funnest parts of fallout 3

about that I found out taht during game you can met some friendly raiders or Encalve soldiers - they talk with you and do not attack.
I know that you can make enemy friedly by mezmetron but then they do not talk with you - viz my many another videos. And if you want some action videos - see my playlists - viz my videos about explosions and my super music videos.

you can not - you can only meet some friendly raiders or enclave soldiers.
