Not really. They're SWAT in the sense that they're a tactical team attached to a law enforcement agency, but that's about it. They receive a lot military training from special ops and their main purpose is counter-terrorism inside the U.S.

Kind of this is FBI HRT is swat but then better swat if from the police department and HRT is from the FBI duh!
