You need Sims 2 University, and about 8 or 9 thousand simoleons. Go to buy mode and to where you normally get a piano. Buy all the band stuff, then get one of your sims to start playing (Perform - Jazz, Rock or Country), adn when they start, tell the others to join on the other items. There's Bass, Drums, Guitar you can use a piano.
