The leaving group leaves forming a positively charged carbocation, which is captured by the incoming nucleophile. The carbon atom where the action takes place has to be secondary (connected to 2 other carbons), or tertiary (connected to 3 other carbons) in order to support the charge. This mechanism is a 2-step process.
