The person being decorated in 0:45-0:51 is Hauptsturmführer Rudolf Bruus (1.II 1916 – 16.III 2005) of the Waffen-Grenadier Regiment der SS 46 (20.Waffen-Grenadier-Division der SS (estnische Nr.1)). The person decorating him is indeed the commander of the regiment, SS-Standartenführer Juhan Tuuling.

The Nazi considered the Slavik people sub-human and only fit to be slaves. However, when they started to running out of soldiers they decided to give these "sub-humans" guns to fight for them.
