Well, this isn't the entire piece, which annoys me. It's more of one of those arrangements where it just has that one part but ignores the rest (bad!!!!)..
Find the original and listen to it! It is much better.
As for the conductor, he is amazingly unprofessional. When the handkerchief came out, I was like I've never seen this before and never do I ever want to see it ever again at any performance during a piece like that. It's already an arrangement, don't kill it any further.

The cellist lady could not help smiling at 3:03 seeing the conductor wipe his face. When I lived in Tokyo, I often went to their concerts. Very good orchestra.

Tchaikovsky is the shiz.. I love his stuff. He loved writing great parts for the brass. I wish the recording was a bit better but this is nice anyways.
