Pearl, an Asian elephant, at St Louis Zoo never stops moving. Ears, tail, and front feet always moving, never stopping, even while eating. From 7-01-08
I see you put this up in July. The ears are probably to keep cool and she is swatting away flies with her tail. Obviously no one can talk to elephants, so maybe the feet thing is a stereotypical behavior for other elephants in captivity, OR... it could just be a way to take the load off her feet for a while. Asian elephants can weigh up to 11,000 lbs, and they don't lie or sit down very frequently, if at all. I know I sometimes stand with all my weight on one foot.
