Great tutorial, you could also sew the elastic under the bust straight onto the fabric using a zigzag stitch if you don't have extra fabric for the casing.

how do you attach the lower strip that the elastic goes in? does the strip you cut go all around and then what?

the strip is just there to hold the elastic in place. so, you may sew it all the way around or just in sections. as long as there is a hole where the elastic can enter and exit to join!
