It seems like you are mor worried about some money than the health of the area. What happens between now and 2023 or whatever date you mentioned? You get a clean site and not so many sick people. It's got to be cleaned up sooner or later or would you just let the earth pile up with stuff that makes people sick and plants not grow forever until we are all dead. Then we would have to pay a dime in taxes or even go to work.

This is kind of ignorant. What, you want a developer to come in, study a sight and then clean it up for you on his own dime? Ask yourself, if you had the capability to do the assessment and cleanup, would you dedicate 10 years of your own personal resources with no one paying you to do it? Well? Still waiting...
FlashJack85, you misunderstand the concept. The taxes paid by the developer are diverted from the state, county and local governments into a cleanup fund. After the cleanup is paid off, the taxes go to the state, county and local units. The developer is paying no more than his normal taxes on the developed property.
