Not immediately after the cyclone, but I would guess within 2-3 weeks of it. The major infrastructural damage could not be repaired within a week or so. But the journey could not have been made by road until tracks had been graded. That had been done by a week or so later. You can hear the announcement of HM the Sultan's decision to provide aid to all who suffered in the cyclone on the radio in one of the videos. That followed within a week of the disaster.
